BELGRADE Citizens Ombudsman Sasa Jankovic says the behavior of the state bodies towards independent regulatory bodies has been "disappointing for years". He added that he "sees no purpose in strengthening independent bodies if their conclusions are never applied in practice." At a public hearing on the implementation of recommendations by the European Commission, held in the Serbian parliament Monday, Jankovic said that last year was the first since the establishment of the institution of Ombudsman that saw no discussion on the report of that body in the parliament. He stressed he does not see any purpose in strengthening independent bodies if nothing concerning that which they point to as failures is changed in practical terms. Nevertheless, Jankovic believes that the work of independent monitoring bodies is worth it, because “it makes sense to the citizens of Serbia" and helps bring about changes. "The percentage of implementation of the recommendations by the protectors of citizens is around 70 percent. Since the establishment of the institution, the protector of citizens has been addressed by 51,383 citizens, 2,000 cases brought about important changes in the method of work of state bodies, and 40 regulations were changed at the protector's initiative,” said Jankovic. “I no longer wish to be taking part in this illusion of giving great attention to independent control bodies and saying that they are crucial to the development of democracy whenever representatives of the EU and other foreigners are at the table, while the objective indicators concerning the behavior of public administration bodies towards independent ones are disappointing from year to year,” Janković said.

At a public hearing on the implementation of recommendations by the European Commission, held in the Serbian parliament Monday, Janković said that last year was the first since the establishment of the institution of Ombudsman that saw no discussion on the report of that body in the parliament.

He stressed he does not see any purpose in strengthening independent bodies if nothing concerning that which they point to as failures is changed in practical terms.

Nevertheless, Janković believes that the work of independent monitoring bodies is worth it, because “it makes sense to the citizens of Serbia" and helps bring about changes.

Since the establishment of the institution, the protector of citizens has been addressed by 51,383 citizens, 2,000 cases brought about important changes in the method of work of state bodies, and 40 regulations were changed at the protector's initiative,” said Janković.
