BELGRADE Oliver Ivanovic has said that he "did not expect incidents from July 25 of last year to happen again" in northern Kosovo. The Ministry for Kosovo state secretary in the outgoing government spoke a year after the Kosovo Albanian authorities from Pristina sent their police to northern, majority Serb part of the province in an attempt to take over two administrative line checkpoints located between Kosovo and central Serbia Official "doesn't expect repeat of north Kosovo incidents" The Serbs there, who reject the authority of the government in Pristina and the ethnic Albanian unilateral declaration of independence made in early 2008, responded by putting up road blocks. Now Ivanovic believes that the Kosovo police and "more importantly all international factors who advocated such radical moves" all realized that "a political problem cannot be solved using such means". According to him, "the issue of northern Kosovo can be resolved": "The north can be defined in a geographical, legal and political sense only through the dialogue which has begun, but with the active participation of Serbs from the north. I think the new Serbian government knows that it should not repeat the mistakes made by our government, and our predecessors." According to Ivanovic, the outgoing government has been in touch with representatives of NATO, EULEX, and other international missions and organizations, informing them of its view that the issue of northern Kosovo cannot be solved through use of force and that Belgrade would "absolutely to accept that". "This can mean a lot or nothing at all, but it is something they have to keep in mind. Another factor to keep in mind is that Serbs in the north will not allow themselves to be forcibly integrated. The process can and must go only through Belgrade and by political means," said Ivanovic. Oliver Ivanovic (Beta, file) Tanjug
