BELGRADE Deputy PM and United Regions of Serbia (URS) official Verica Kalanovic stated on Friday that a plan had been made to consolidate the country's finances. According to her, the plan will also support the economy and improve the standard of living. Deputy PM presents plan for consolidation of finances Kalanovic pointed out that the situation in the country was difficult, adding that 400,000 pensioners received less than RSD 15,000 a month, that there were a lot of unemployed people and that the government should start resolving these problems. “The budget deficit, which exceeds seven percent, cannot be solved in the short term without additional borrowing, but a sustainable system has to be made in the long term,” she told Belgrade-based TV Pink. "We need EUR 3bn by the end of the year for the state to meet its obligations that are necessary for having regular wages, pensions and social benefits," she pointed out. “Therefore the country has to take out a loan subsequently in the short run, and 2013 has to be the year in which many measures and programs will be realized,” Kalanovic explained. According to her, the aim of the measures and programs is to mitigate the current situation and start filling the state budget in order for the country to start financing itself with that money. “Economic improvement could be realized by unloading the economy,” the URS official said. “This would be realized by reducing parafiscal burdens, increasing the solvency of small-sized enterprises, facilitating the work of the small and medium-sized sector, creating a more favorable economic environment, investing more in the agriculture and energy and using natural resources,” the deputy prime minister underlined. She also announced that the issue of reducing bureaucracy would be the first the government will face and work on, while the second issue will include amendments and modifications of the law on public procurement or perhaps a new law on public procurement. Kalanovic added that extra EUR 600mn of the budget money was spent in the process of public procurement. Kalanovic is a member of a working group formed by the parties that will set up the new Serbian government, which should prepare the necessary documents and acts for amending the law on the government and the law on ministries that precede the government formation.
