Local officials from northern Kosovo, KFOR and EULEX failed to reach an agreement toda regarding freedom of movement for EULEX personnel in northern Kosovo. The talks failed "because all of the participants stuck to their original views", said Tanjug news agency. Serbs, KFOR, EULEX fail to reach agreement The Serb representatives do not wish to allow full freedom of movement for EULEX until the mission and KFOR "return to within the scope their mandates". The Serbs also claim that EULEX's and KFOR's desire to conduct their missions free of any limitations was an attempt to provoke the local population, which could threaten the security in the region. KFOR representatives reiterated the necessity for everyone in Kosovo to have freedom of movement. KFOR spokesperson Uwe Nowitzki told reporters after the meeting at the Zvecan municipality building that everyone believes the solution could be found through political negotiations between Belgrade and Pristina in Brussels. Peaceful cooperation will continue "as much as possible until then", this spokesman for the NATO mission added. Local Serbs, who are the majority population north of the Ibar River, do not recognize the 2008 unilateral declaration of independence of Kosovo made by ethnic Albanians, and oppose attempts to establish the authority of the Kosovo institutions in the area. Serbs are accusing international missions of aiding the government in Pristina in these attempts, and are blocking EULEX vehicles in a bid to prevent the EU mission from transporting Kosovo customs and police to the administrative line checkpoints.
