The potentially unstable situation in Kosovo affects the Belgrade-Pristina dialogue, UN Secretary General Ban Ki-moon has stated. He added that the situation in Kosovo also affected the talks about the EU perspective of the entire region and that status quo could not be a path to a permanent resolution of the Kosovo issue. Unstable Kosovo affects dialogue, UN chief says “Events in northern Kosovo showed that status quo as a way to resolve the Kosovo issue cannot bring about a permanent solution of the problem, because it takes a strong vision of the path that should be taken and joint engagement with the international community,” the UN secretary-general noted in his report on Kosovo which covers the period from October 16, 2011 to January 15, 2012. In the document which will be presented to the UN Security Council on February 8, Ban points out that tensions have dropped of late but he is still concerned over the instable situation and constant risks of provocations and escalation of multi-ethnic tensions. “The situation in northern Kosovo is still tense, primarily due to actions implemented by Pristina, Kosovo Serbs and Belgrade in the previous period,” the report states. The UN secretary general recalled that the European Council postponed the decision to grant Serbia the EU candidate status until March 2012, and that some member countries brought this point in direct connection with the situation in northern Kosovo. “Events from the final quarter of 2011 once more showed that there are still some risks related to peace and stability as regards the Kosovo issue and that both people in the field and the international community are facing this problem,” he said in the report. Ban noted that the dialogue in Brussels showed that it was possible to reach an agreement on resolving practical issues of people in the field, and commended both Belgrade and Pristina on renewing the dialogue under difficult circumstances.
