“U.S. blocking compromise between Belgrade, Priština”

Priština will not agree to a compromise with Serbia as long as it has the U.S. support to ask for “100 percent of everything it wants”, says Gerard Gallucci.

Pristina will not agree to a compromise with Serbia as long as it has the U.S. support to ask for “100 percent of everything it wants”, says Gerard Gallucci. “As long as the U.S. support and encourage Pristina to ask for 100 percent of everything it wants – abolition of the parallel structures, establishing border in the north and the implementation of the Ahtisaari plan the same way it was done south of the Ibar River, Kosovo side will not be open for compromises,” he told daily Blic. “U.S. blocking compromise between Belgrade, Pristina” The former UN administrator in Kosovo stressed that one of the possible solutions to the Kosovo issue was implementation of the “dual sovereignty”. “A possibility of dual sovereignty could actually apply more to the status issue of the entire Kosovo. In other words, it would allow both sides to claim sovereignty in Kosovo,” he was quoted as saying. According to the retired U.S. diplomat, this would allow Serbia to stop blocking Kosovo’s membership in international organizations and every member of the international community would get to decide whether to recognize Kosovo or not. Gallucci said that Serbia would be able to continue to support Kosovo Serbs through the Ahtisaari plan because practical support and cooperation with municipalities with Serb majority would not touch the political status issue. When asked whether the idea to partition Kosovo would jeopardize Serbia’s position since the U.S. and Germany had increased their pressure, he said that partition of Kosovo was a reality and that there was a question what should be done about it. “Demarcation is only one possibility. A special status for the north is another possibility. The possibility of dual sovereignty is a special option,” Gallucci pointed out. According to him, a key issue is not Serbia’s position in Kosovo but inability of the countries that support Pristina to accept the fact that the citizens in the north refuse Pristina’s authority. “Also, Serbia cannot just renounce Kosovo. It seems that Germany and the U.S. are trying hard to impose this and this is precisely the problem,” he explained. Gallucci believes that this is blocking a compromise and that use of any kind of force would lead to further conflicts.
