The UN Security Council is expected to meet today and vote on a draft resolution on forming an international mechanism for Kosovo organ trafficking probe. The Security Council president this month is Russia, whose ambassador to the UN Vitaly Churkin said that the resolution was drafted by his country, and Serbia. UN to vote on Kosovo organ trafficking draft The document envisages appointment of a special envoy of the UN secretary-general, who would oversee the investigation into human organ trafficking allegations, and who would also be able to organize and conduct investigative procedures in case that was needed. The draft also contains a recommendation for the EU mission in Kosovo, EULEX, to provide a witness protection system. In his report published in late 2010, Council of Europe (CoE) rapporteur Dick Marty named the ethnic Albanian KLA as perpetrators of the atrocities, and Serb and other non-Albanian civilians as their victims, kidnapped and illegally imprisoned in northern Albania where their body parts were taken to be sold in the black market. In January 2011, the Parliamentary Assembly of the Council of Europe (PACE) adopted a resolution based on the report, calling for an investigation to be launched into the allegations. (Tanjug, file)
