Foreign ministers of the EU member states will hold a debate on EU enlargement on Monday in Brussels.

Foreign ministers of the EU member states will hold a debate on EU enlargement on Monday in Brussels. During it, they will formulate a decision on Serbia's candidacy, and a date for start of the accession talks with Montenegro. EU foreign ministers to debate Serbia's candidacy The final decision regarding the matter should be reached by EU heads of state and government at the EU summit on December 9. The EU General Affairs and Foreign Relations Council will convene on Monday, after the marathon talks between Belgrade and Pristina on Saturday yielded the agreement on the integrated management of the administrative line in the north of Kosovo-Metohija which introduces the joint control of passengers and goods. Progress in the dialogue was the key condition, under which the European Commission recommended Serbia for the candidate status in October, but it remains to be seen whether the EU foreign ministers would deem that enough for the positive decision. Last week, certain member states, primarily Germany, took the stand that Belgrade should do more to normalize the situation in northern Kosovo, and most importantly to persuade its citizens to remove roadblocks in the north of Kosovo which hinder freedom of movement for KFOR and EULEX. Head of Belgrade's team for the technical dialogue with Pristina Borislav Stefanovic stated on Saturday that Serbia's position prior to the ministerial meeting had been strengthened after the agreement with Pristina. The consensus of all 27 EU member states is needed for Serbia to become an EU candidate country.

The final decision regarding the matter should be reached by EU heads of state and government at the EU summit on December 9.
