Head of the International Civilian Office in Kosovo Pieter Feith has said that a solution for the northern Kosovo issue could be modeled after Catalonia. “We have Catalonia in Spain, it is a part of Spain but with a lot of autonomy,” he told Euroobserver. “N. Kosovo solution should be modeled after Catalonia” He did not want to give any more details whether it was planned to go past the Ahtisaari plan and whether the ICO members were ready to support such a proposal. Pristina-based Albanian language daily Koha Ditore quoted Feith as saying that the situation in Kosovo that occurred after Kosovo policeman Enver Zumberi had been killed in July could be used to make changes. “It is not very likely we will return to the situation before (prior to July 25). Something has changed forever,” the ICO head stressed. He praised the Kosovo Albanians for showing restraint during the July events in northern Kosovo. Feith also called on EULEX to “raise its activity in the north”. “There is a need to make arrests, to remove people from roads and arrest them,” he pointed out. He assessed that Serbia, whose aim is to join the EU, should use the influence it has on the citizens in northern Kosovo and call on them to contribute to peace. “We cannot tolerate a new EU candidate bringing a frozen conflict in. We cannot have both things, the candidate that is moving forward and at the same time holding northern Kosovo by its neck.
