Talks with Belgrade come at a bad moment for Kosovo since it is in the middle of crisis, said Institute for Policy Research and Development's Krenar Gashi. He added that another reason why the talks were ill-timed was the fact that the idea of the dialogue did not come from Kosovo but was rather a plan made by the European Union (EU) and Serbia. “Talks coming at bad time for Kosovo” Radio Free Europe reported Gashi as saying that Kosovo was about to enter a process whose level and topics Kosovo officials have no knowledge of and that this was something that neither Kosovo, Serbia nor the EU were ready for. Gashi also said that Serbia was perhaps the readiest of the three because it knew it would open the issue of Kosovo's independence and its sovereignty and territorial integrity during the course of the talks. The radio notes that at the time when the Belgrade-Pristina dialogue is expected to start, the opposition in Kosovo is calling the legitimacy of new institutions into question.
