Parliament Speaker Slavica Djukic-Dejanovic has said she is convinced the 2011 budget will be adopted by December 29. She added that this could also happen "by the last sitting of the parliament fall session". "Budget should be adopted by Dec. 29" Djukic-Dejanovic told Vecernje Novosti that the fact the parties were in complete control of MP mandates was an impediment to democracy. A new electoral system is needed to change that, she noted, adding that she believed the MPs themselves should be in control of their mandates. The Serbian Parliament has already implemented that, even though there is no specific law on it yet, Djukic-Dejanovic pointed out. When asked why she had not criticized the government for being too slow in drafting new laws, she answered that the parliament adopted other documents in 2010, besides the bills received from the government. "It is true that we adopted less laws, but the fact is the legislation and the discussions about the documents were better than before. This is proven by the increased number of adopted amendments compared to last year," she explained. Finally, she added that the ruling coalition had not discussed a government reshuffle.
