Ex-Dutch FM Maxime Verhagen last July told U.S. Secretary of State Hillary Clinton that Serbia had made some progress in its Hague cooperation. But, the latest batch of U.S. diplomatic cables published by WikiLeaks shows that he also expressed fear that Serbia's authorities were making promises which they did not keep. According to this, Biden and Jose Luis Zapatero met in the eastern Chilean town of Vina de Mar in March 2008, and the U.S. vice president criticized the decision, while U.S. Secretary of State Hillary Clinton "did not hesitate to point out Washington's exasperation with Spain's Foreign Minister Miguel Angel Moratinos". According to dispatches by American diplomats, during the meeting with Moratinos on March 24, 2009, Clinton pointed out that differences between the U.S. and Spain regarding the Kosovo issue "give rise to tensions in the two countries' bilateral relations", writes El Pais.
