"Law on restitution to be passed in 2011"

A Ministry of Finance official told B92 TV on Sunday evening that Serbia will pass a law on restitution next year. The ministry's state secretary, Slobodan Ilic, said that this will come after the Constitutional Court has ruled on a law on the return property to churches and religious communities. "Law on restitution to be passed in 2011" The property in question was taken away from owners by the Communist Yugoslav authorities after the Second World War. Ilic stated that "as (Boris) Tadic has said", the legislation could be adopted by the end of 2011, "perhaps in the first quarter, and perhaps by the end (of the year)". However, he said that there was no draft law yet, and that the Constitutional Court's ruling was awaited. Milan Parivodic, who took part in the same talk show, believes that the so-called natural model of return of property is better and cheaper than money compensation. Parivodic served as minister in charge of foreign economic relations in the previous government, and in 2007 drafted a law on restitution that was never adopted. Parivodic explained that persons who have bought apartments that were taken away from their original owners would "remain owners, while the state should offer them alternative property of similar value". If this fails, they should receive money compensation, said he. Mile Antic of the Restitution Network also believes that the natural model is the only feasible solution, adding that this would not go against the interests of "ordinary citizens". He said that there was no progress in the restitution process "either because of a lack of interest of individuals in power or because of their private interests", adding that they may be attempting to "legalize via other regulations the fog they sold in privatizations". Ilic, however, said that this model of restitution was "impossible to implement".
