Chief of the European Parliament’s Southeast European delegation Eduard Kukan said that Serbia does not have to recognize Kosovo to join the EU. He told daily Politika that the decision of the International Court of Justice (ICJ) on the legality of Kosovo’s independence proclamation will not change relations countries have with eventually recognizing Kosovo. “Serbia in EU without recognizing Kosovo” He said that it would represent “a fantastic piece of paper that no one would understand, but everyone would be presenting as a victory for themselves.” Kukan said that the Kosovo issue is a very tough one that cannot be ignored, adding that relations with Kosovo will be important during the EU accession process. He said that no one in the European Parliament expects Belgrade to recognize Kosovo’s independence. “The behavior of the Serbian government politically and diplomatically towards Kosovo is very clear and no one can hold anything against Belgrade for not recognizing Pristina’s independence,” Kukan said, adding that Belgrade’s pragmatic policies are not endangering Kosovo residents and that this is the way that Belgrade should continue to work. The former Slovakian foreign minister said that his country would recognize Kosovo’s independence if Serbia did so. He also said that the EU enlargement process is not over until all countries of Southeast Europe become member-states. “We gave our word, and that must be honored,” Kukan said, alluding to the Thessaloniki Agenda of 2003. Asked how Serbia can increase the enthusiasm towards new enlargements, Kukan said that the citizens and government must fulfill all conditions of membership and improve the image of Serbia by changing the negative images that resulted from the wars on the territory of the former Yugoslavia by increasing cultural cooperation and the promotion of Serbia’s positive characteristics.
