Interior Minister Ivica Dacic says the draft Vojvodina statute sent to parliament is the "biggest defeat of autonomists (autonomasi) in 20 years". Dacic, who is also leader of the ruling Socialists (SPS), used the Serbian term "autonomasi", coined in the late 1980s, and used pejoratively for those Vojvodina politicians who unsuccessfully tried to resist Slobodan Milosevic's decision to remove many provincial powers by changing the Constitution. He said the door for separatism had not been opened in the province and that Serbia will never allow Vojvodina to leave its framework. Also according to Dacic, the statute such as it has been adopted is not a step toward the federalization of Serbia. "This statute is well below anything Vojvodina had under the 1974 Constitution. There is a provision that Vojvodina is an inalienable part of Serbia, the province has no jurisdiction to make laws, international contracts, the government can brings down decisions of Vojvodina authorities in front of the Constitutional Court." Dacic also "claims categorically" that the referendum provision cannot be used at a later time as a basis for self-determination. "The Constitution clearly defines Serbia as an indivisible territory. Honestly speaking, we thought that provision was unnecessary, because there is no fear someone might abolish the autonomy, or change the province's territory without its residents' consent." "A statute put together in this way is no spur for disintegration. The manner in which things will happen now will be up to the government in Serbia, not up to the statute," Dacic concluded.
