The Serbian parliament on Saturday ended a debate on amendments proposed to the Draft Law on Spatial Planning and Building. On Sunday, MPs will debate a draft law on state surveying and register of property. Parliament debates cadastral issues Yesterday, opposition SNS MPs said of the Draft Law on Spatial Planning and Building that it represents a violation of the Constitution when it equates rural and suburban settlements without planning documents, with those who purposely broke the law. Opposition SRS MPs objected to the fact that the minister would be given jurisdiction to give agreement to spatial plans, which could paralyze the development of those municipalities that do not have the parties of the state-level ruling coalition in power. They also said that spatial plans should have measures on how to implement them, and that this should not be further complicated administratively or financially. MPs also brought up the restitution issue, saying it was important for the country's future. Minister of Spatial Planning Oliver Dulic said that the proposed law does not take away the right of previous owners and their heirs to regain their property "or get decent compensation". He stated that the draft does not define restitution, but conversion of property rights. Dulic also announced that the government had accepted an amendment that calls for legalization of structures raised without building permits by the time the new law on spatial planning takes effect.
