The European Commission (EC) proposal to place Serbia on the so-called white Schengen list will be adopted, writes Novi Sad daily Dnevnik. But, this article adds, it will come with a recommendation that the visa liberalization does not apply to residents of Kosovo. "EU visa-free, but not for Kosovo residents" The newspaper claims to have had exclusive insight into the EC draft, which reportedly states that the visa liberalization would apply to citizens "residing in the territory of the Republic of Serbia, but not for those residing in the territory of Kosovo under Resolution 1244". Considering that not all EU members have recognized it, says Dnevnik, "all EU documents add 'under Resolution 1244' to Kosovo". According to this article, the document further states that the reasons for the decision are of a "security-technical nature, related to the fact that Belgrade authorities do not control the territory of Kosovo". For this reason, they cannot provide secure issuing of documents or meet other conditions and yardsticks from the visa liberalization road map that Serbia has fulfilled, or is on the way to fulfilling, in the part of her territory which excludes Kosovo. The EC, the newspaper says, has "very diligently sought ways and a compromise with EU members to produce a draft for Serbia that is without reservations, but also status-neutral". In the end, agreement was reached for the proposal to clearly determine who the visa liberalization would apply to. The newspapers source in Brussels was quoted as saying that EU visas would not be scrapped for the residents of Kosovo regardless of whether they are Serbs, ethnic Albanians or Romas. The EU, however, realizes that Kosovo's Serbs will have no trouble obtaining passports that say their residence in somewhere in the territory of central Serbia, says this article. Now an EC meeting scheduled for July 14 is expected to adopt a proposal to place "Serbia without Kosovo, Montenegro and Macedonia on the white Schengen list". The goal, the EU source continued, is to have the job done by November 30, so that a meeting of the EU interior ministers could approve the abolition of visas starting January 1, 2010.
