Liberalization proposal due in July

Swedish Migration Minister Tobias Billstrom believes the EC will present a proposal on visa liberalization for Macedonia, Montenegro and Serbia in mid-July. “In mid-July, the European Commission will put forward a proposal that will make it possible to introduce a non-visa regime for the countries meeting the conditions required by the end of 2009,” Billstrom told Deutsche Welle Radio, adding that he was, of course, referring to Macedonia, Montenegro and Serbia. Liberalization proposal due in July He said that he expected further procedure would continue before the summer recess in the relevant EU Council of Ministers working bodies. As far as Serbia was concerned, he said, the EC still needed to address the issue of control of the administrative line with Kosovo, as well as the matter of passport issuance to Kosovo citizens. “What’s at stake is guaranteeing adequate control of the border line with Kosovo and issuing Serbian passports to Kosovo citizens. The commission and the Serbian authorities are still discussing these matters, while the Swedish EU presidency is closely following the progress of these talks. We hope that this issue will be dealt with in time, so that Serbia joins the countries exempt from the visa regime,” explained Billstrom. He added that the Swedish EU presidency recognized the regional dimension of visa liberalization for the Western Balkans, stressing, however, that all countries in that process should receive a visa-free regime once they met all the necessary conditions. “The most important thing is to stick to the Road Map. Those are the basic paths for each country towards visa liberalization. Every country has its own specific problems, but meeting the conditions defined in the Road Maps are the key to everything,” said the minister.
