"A long road is ahead" of a suggestion to change the Constitution, says Ivica Dacic, and describes the initiative as "merely an idea". President Boris Tadic announced earlier this week that the Constitution could undergo changes, including a reduction of the number of MPs to 150 from 250. "Constitution changes merely idea" "I do not think that the idea has a formal shape, because it is necessary to secure a two-third majority in parliament and a referendum in order to make changes to the Serbian Constitution," Dacic, leader of the ruling Socialists (SPS), first deputy PM and interior minister said in Belgrade on Friday. He added that the Constitution "will certainly not be changed only for the sake of the number of MPs; the changes would have to encompass other issues as well". Dacic also commented Tadic's statement about the need to change electoral laws by saying that the electoral system in the country should not be viewed depending on who is currently in power, "in other words, depending on what suits some party". "There was the majority system in the 1990s. The SPS won 196 out of 250 seats. The entire opposition demonstrated against the majority system, in favor of the proportional one. Now those who are in government want the majority system back after 10 years – something they were against in the 1990s," reminded Dacic. The minister said a debate on this issue is still ahead, and added any decision would have to come as a result of an agreement between the political parties. "These are questions that concern every party, so everyone is entitled to give their opinion about the president's initiative… However, if the Constitution does change, this will have to come in a procedure, because there is a very long road between an idea and its realization," concluded Dacic.
