The priority of Italy's plan for countries of the Western Balkans implies an imminent visa liberalization regime. This is according to the country's Foreign Minister Franco Frattini, who also said that this "primarily concerns citizens of Serbia and Macedonia". Frattini presents "eight-point plan" Frattini was speaking at the European Union-United States of America summit in Prague on Sunday, when he presented his country's "eight-point plan for the Western Balkans". He said it calls for an unblocking of the implementation of the Stabilization and Association Agreement (SAA) with Serbia by the end of June this year and a parallel call for Belgrade's full cooperation with the Hague Tribunal. Italy trusts that a European Commission report will be submitted by the end of May, and that the visa liberalization regime could be realized by the end of this year or in early 2010, Frattini said.
