Kosovo to have own Security Council

In addition to the Kosovo Security Forces (KSF) and the Kosovo Intelligence Agency, Pristina will today form its own Security Council. The Council will be the highest advisory body in Kosovo responsible for all security issues and building a long-term Kosovo security strategy. Kosovo to have own Security Council The fundamental task of the Kosovo Security Council will be to appraise Kosovo’s security status. Council members will include Prime Minister Hashim Thaci, his two deputies, the KSF minister, the interior minister and the economy and finance minister. Among the permanent members of the council will also be one Serb, Minister of Community and Return Sasa Rasic. International representatives will not be council members, but the prime minister will invite them to every meeting. Under the Kosovo constitution, the council will cooperate with the Kosovo president to prepare a security strategy and play an advisory role in all Kosovo security matters. The council will assess the government’s 10-year security plan, together with yearly intelligence agency plans and strategic priorities, prior to their adoption by the government. The council will also consider "police plans, customs agencies and Kosovo’s foreign security policy". In the event of a state of emergency, upon approval from the president, the Kosovo Security Council will move into action and exercise executive authority on behalf of the government. The council’s formation was due to have come sooner. It was postponed due to the late appointment of a director for the Kosovo Intelligence Agency, which took place only last week. The formation of the council is envisioned by the Kosovo constitution and international mediator Martti Ahtisaari’s plan.
