Draft amendments to the parliamentary Code of Procedure are expected to be on the agenda early next week, according to daily Politika. The ruling coalition has prepared emergency changes to the work procedures of the national parliament aimed at increasing expeditiousness. The amendments will look to define the parts of the Code that have most often been subject to abuse. “Changes to parliamentary Code expected soon” This calls for a more clear definition of the conditions under which MPs can cite Code violations. Citing the Code has thus far been the best way recently to block parliamentary work and forcing debate of topics that are not on the agenda. Changes have also been proposed for more effective use of time for debates on issues and amendments proposed for laws by MP groups. This calls for imposing time limits on each MP group when speaking about given amendments. The ruling coalition believes that the changes should be minimal, focusing only on those clauses within the Code that are most open to abuse. It also wants to avoid long debates on the amendments, something that would almost certainly ensue if a brand new draft Code was presented. Politika states that sources say that an agreement on the new amendments has been reached within the ruling coalition. The opposition is expected to try to thwart the changes, so the ruling parties will have to try and galvanize as much support within parliament as possible in order to adopt these changes to help speed up the process of passing new laws.
