Serbia did not send a delegation to Strasbourg on Monday a session of the Parliamentary Assembly of the Council of Europe. Beta news agency reported that this came as the Serbian parliament did not appoint its permanent delegations at international parliamentary institutions. Parties quarrel in parliament Parliament began a new extraordinary session on Monday to select the delegations. The main obstacle was the opposition of the Serb Radical Party to assigning representatives of Tomislav Nikolic's caucus Forward Serbia to the delegations. Radical and Democratic Party of Serbia MPs have accused the ruling coalition of being responsible for the fact that Serbia does not have a delegation in place in Strasbourg. DSS MP Dragan Sormaz said a report on Kosovo would be presented at the Strasbourg session, while Serbia will not be represented. The Radicals and Democratic Party of Serbia stated this would deprive Serbia of the opportunity to voice its position. MPs from these two parties said that the hitherto parliamentary delegation was legitimate and could present Serbia at the Council of Europe Parliamentary Assembly. However, Dragoljub Micunovic, head of the parliament's foreign affairs committee, said the hitherto delegation could not go to Strasbourg, as the Council of Europe rules of procedure stated that the delegation must be selected six months from the date the parliament was constituted and that its members must be proportional to the ratio of power in parliament. "Those who are blocking the parliament want to create the image that the ruling coalition is damaging the state because it will not send a delegation, while the truth is that this is not possible," Micunovic said. For a European Serbia whip Nada Kolundzija has stated that the parliament would select the permanent delegations to international institutions in the manner the parliament speaker proposed. The Radicals would like the delegations not to include representatives of the Forward Serbia caucus, although the fundamental principle is for every caucus to have representatives in the delegation proportionally to their sizes in parliament, Kolundzija stated.
