Invitations for representing Kosovo in various international organization are still arriving at UNMIK's address in Pristina. This is according to a report in Pristina Albanian language daily Koha Ditore this Saturday. K. Albanians puzzled over representation "UNMIK will remain responsible for representing Kosovo in some international forums and organizations," an unnamed source commented for the newspaper, and added that "all the invitations to represent Kosovo in these organizations are arriving at UNMIK's address". Still, the same source said, that does not mean UNMIK will speak on behalf of Kosovo. "There will of course be Kosovo institutions' representatives in all these forums, they will speak about their country, but UNMIK will be an umbrella for Kosovo," the source explained. Kosovo's constitution says that Kosovo is represented abroad by its president, premier, foreign minster and other representatives. Vljora Citaku of the foreign ministry said that "the time is over when UNMIK and UNMIK's chief represented Kosovo". However, she conceded that there were difficulties with some organizations that require a country to be a UN member – something Kosovo is not. "There are difficulties, but it's a process, not an act, and the main roles in this process belong to the institutions of Kosovo, which have a mandate to represent Kosovo," Citaku said. The daily reminded that Kosovo President Fatmir Sejdiu was not invited to the recent Regional Economic Forum of Southeaster Europe, held in Ohrid, Macedonia.
