IM Ivica Dacic says he hopes the negotiations on dual citizenship with Montenegro will be finalized in the next few days, and that a deal will be signed soon. "I expect a compromise agreement on dual citizenship with Montenegro, which would recognize dual citizenship for all those who gained the right by the date of the signed agreement, while the situation with new citizenship applications should be reviewed every following year," Dacic told Beta in an interview on Sunday. IM: Citizenship deal at hand He stated that a significant part of the agreement has been harmonized, and that the essential question is how to bring together two concepts - a liberal one from Serbia's side, and restrictive from the Montenegrin side, since Montenegro thinks that dual citizenship should be granted only to those who had gained it until the time of its proclamation of independence. Dacic stated that Serbia needs a new political deal on the measures for 2009, due to the international economic crisis. "The president and prime minister and political parties' representatives should agree on what should be done in 2009, and clearly explain to the citizens what should be expected," Dacic said. He assessed that the state representatives should tell the citizens that the country has serious financial problems and that there might be an economic collapse. Dacic announced that he will propose to the National Security Council to draft a new White Book of organized crime. He underlined that the drafting of the White Book has to be a government project, adding that he will point that out to the National Security Council. "The 'cataloging' of organized criminal groups has to be a product of thorough detective and intelligence work and not based on stories and gossip, but on real situations," he said. Underlining that he does not intend to underestimate or overestimate organized crime in Serbia, the minister said that, if France has 20 organized criminal groups, it is impossible that Serbia has 200 of the same.
