State Secretary in the Kosovo Ministry Oliver Ivanovic says that EULEX will not be coming to northern Kosovo on December 9, as planned. “That’s a hypothetical time frame, because the day before you have a summit of EU foreign ministers, when, a political decision will probably be taken to operationalize the deployment of the EULEX mission,” Ivanovic told daily Politika. "EULEX deployment in north later than planned" “Deployment will follow, that’s a UN Security Council decision that we respect, but it will take place gradually and very cautiously, because EULEX has been demonized in recent times,” said Ivanovic. “It’ll take some time for the Serbs to gain confidence in the new mission. And that will, to a great degree, depend on how that mission conducts itself in the first few days,” he said. “UNMIK can transfer powers to EULEX only in those areas pertaining to EULEX, which are the police, judiciary and customs. But UNMIK will continue to handle the whole political element, which it has no grounds to delegate to anyone. So, there is nothing more than an agreement there, which is good, because at one point, UNMIK transferred those power to the local temporary institutions that it will now have to return to EULEX,” he explained
