UN Secretary-General Ban Ki-moon's Kosovo report has been distributed to the Security Council members, B92 has learned in New York. Brenden Varma, a spokesman with Ban's office, has confirmed this. Beta news agency also reported on Monday evening that an advance copy of the report had been distributed. Ban report circulated to UN SC members Varma, however, could not say when the document would be presented officially. This spokesman also said that it is now up to the Security Council's members to schedule a session where they will discuss Kosovo, and said it will likely take place before the end of the month. Earlier Varma said a council session on Kosovo had not yet been scheduled, because Ban's report had not been published, Beta reported. Also late Monday, diplomatic sources in Brussels told the news agency that the Security Council might discuss the report on UNMIK reconfiguration and the deployment of EULEX in Kosovo on Nov. 26. According to the same sources, the U.S., the UN, and the EU are negotiating to find an agreement on how Kosovo Albanian leaders will accept in some form the formula that Ban has proposed for the EULEX deployment and in the six-point agreement with Belgrade. Meanwhile, Tanjug news agency is quoting an unnamed foreign diplomat who said that the document contains the six points agreed on with official Belgrade, but rejected by the Kosovo Albanian leadership. Ban has welcomed Belgrade's agreement with this plan, at the same time "taking note" of the proposal Pristina had tabled, known as the four-point document – something the Serbian government rejected. The Kosovo Albanian document will find its place in an annex to the UN chief's report. According to Tanjug, Ban acknowledged that Pristina had rejected the six-point plan on UNMIK's reconfiguration, but noted as a positive development that the temporary institutions wish to cooperate with the EU mission, EULEX. The report also says that EULEX will act within the neutral UN framework and submit regular reports to the world organization. EULEX will deploy in all of Kosovo in coordination with UNMIK, the news agency quoted parts of the report, which is yet to be made public.
