Chaos has ensued due to the lack of regulations concerning the use of state-owned vehicles by MPs, daily Blic writes. The Finance Ministry continues to postpone its appraisal of a regulation on conditions and methods of using official vehicles, and is thus preventing the regulation’s adoption by the government. Daily: MP uproar at travel restrictions The regulation, which Blic has seen, does not forbid anyone who has thus far been using the vehicles from continuing to do so, but there is nonetheless considerable resistance to implementing controls over the situation. Two months after Prime Minister Mirko Cvetkovic called for the urgent adoption of a code of conduct for the use of official vehicles to limit their unrestricted use at the tax payer’s expense, the government is still unable to find a way out of the situation. The General Secretariat has drawn up a draft regulation, but it cannot be submitted to the government until the Finance Ministry gives its opinion. The ministry has stated that it is looking into the proposal. “For now the Parliamentary Legislative Secretariat has only commented on the regulation, stating that it questions the right of the government to determine how the official vehicles should be used,” said Government Secretary General Tamara Stojcevic. “The regulation drawn up by the General Secretariat will be presented at a cabinet meeting once we receive the opinion of the Finance Ministry,” she said. Blic states that under the regulation which it saw, vehicle use would be checked every month—who used them, mileage, how much petrol was used, etc. For officials who need the permission of the director of the Administration for Joint Affairs, vehicle use will be checked after every trip. The regulation also envisions the formation of a five-member commission to confirm official vehicle categories.
