Kosovo Ministry State Secretary Oliver Ivanovic says EULEX's deployment in Serb communities in Kosovo cannot be ruled out, but must be approved first by the UN. Ivanovic told Tanjug yesterday that he expected EULEX Chief Yves de Kermabon to present his request for deployment to the UN Security Council. "EULEX needs UN approval" “If the UN SC approves the deployment, it will then become an issue for an agreement. If it does not, there will be nothing to discuss any more,” he said. Asked whether it was in the Serbian government's interest to give a green light to EULEX deployment in Serb communities in Kosovo, he said there was, as it was an EU mission and Serbia wanted integration in the EU. “It would be enough for Serbia if the UN SC were to say that the former mission had not met the expectations regarding the judiciary, police and customs, and that it would be sending another mission,“ Ivanovic said. “It is important for Serbia that the UN SC should remain a player, as its members Russia and China are advocating a principled stand,” the state secretary said. “No talks should be held on EULEX anywhere without the presence of Russia and China,” he said. “The International Civil Office (ICO) headed by Peter Feith is a much bigger problem, as it is was formed by the International Steering Group, which comprises only countries that have recognized Kosovo,” Ivanovic noted. “Serbia has no interest in cooperation with such an organization, as the ICO is working on implementation of Martti Ahtisaari's plan, and has arrived in Kosovo at the invitation of its authorities in disregard of Serbia's position,” Ivanovic said. “If the UN SC approves the deployment, it will then become an issue for an agreement. If it does not, there will be nothing to discuss any more,” he said.

Asked whether it was in the Serbian government's interest to give a green light to EULEX deployment in Serb communities in Kosovo, he said there was, as it was an EU mission and Serbia wanted integration in the EU.
