EU foreign ministers in France have begun a 2-day session with a debate on relations with the U.S., ahead of elections there. EU ministers begin informal session Although EU relations with Russia and the Georgian crisis have been transferred to today’s debate, it has been proposed to launch an international inquiry into possible violations of human rights during the Russian intervention in South Ossetia. The Western Balkans will not feature at this informal meeting of EU ministers, though sources at the session do not rule out the possibility that these themes might be touched on during the debate. No-one publicly wants to tie the Georgian crisis with the Kosovo precedent, but in private EU circles it is accepted that a feasible explanation needs to be found for this. The issue of relations with Serbia and the deployment of the EULEX mission in Kosovo will be on the agenda of an official meeting of foreign ministers on September 15. Ministers will focus predominantly on relations with Russia in the light of the Georgian crisis, given that French President Nicolas Sarkozy, European Commission President Jose Manuel Barroso and Solana are travelling to Moscow on Monday with a view to obtaining firm guarantees from Russian leaders that the EU-brokered peace treaty to end the conflict will be respected. On Monday, EU leaders stated that in the event of Russian troops failing to pull out of security pockets in Georgian territory, the start of talks on a very important new EU-Russia partnership and cooperation agreement, scheduled for September 15, would be postponed. Although EU relations with Russia and the Georgian crisis have been transferred to today’s debate, it has been proposed to launch an international inquiry into possible violations of human rights during the Russian intervention in South Ossetia.
