South K. Mitrovica Mayor Bajram Rexhepi says an unofficial UN document on the March violence is "amnesty for Serb extremists". The report, which is yet to become public, said that UNMIK's reaction on March 17, when its police stormed a building in the northern part of the divided city where Serb judicial workers were protesting, included unnecessary use of force. He told the radio outlet, a part of Kosovo's RTK public broadcaster, that the UN report was not objective, Beta news agency said, and that KFOR and UNMIK police "had to use force, because they were attacked with bombs and firearms". "There is no other recourse in such circumstances," Rexhepi said, adding that the report had "a double effect". "On the one hand, it represents support and amnesty for the violent behavior of a group of Serb criminals, who killed a member of the UNMIK police and wounded dozens so that they could continue their destructive acts. On the other hand, it has a discouraging effect on law enforcement in maintaining law and order," the ethnic Albanian politician said. He stated that Zannier's proposals, voiced in interviews in the last few days, "did even more damage to his already limited authority". Rexhepi said Zannier's proposal on the police was "out of the question". In an interview with the Koha Ditore daily and BBC in Albanian, Zannier said he had an offer to create an ethnic Serb police contingent within the Kosovo police force, but with special autonomy in the chain of command.

Apart from this, Rexhepi, speaking for Radio Blue Sky yesterday, described UNMIK chief Lamberto Zannier's recent proposal on the police, justice system and customs "unacceptable".
