DSS Vice-President Slobodan Samardzic says that ratification of the SAA “should be postponed.” “The Democratic Party of Serbia (DSS) has a clear stand on the Stabilization and Association Agreement (SAA)—at this point the text of the agreement is not at issue. It is the same as the one initialed in December 2007, and we stood behind that text until circumstances changed,” Samardzic said. DSS: SAA ratification should be postponed He pointed out that, in the meantime, 20 EU member states had recognized Kosovo as an independent country and the EU Council of Ministers had taken a decision on the deployment of the EULEX mission to oversee the province's independence. “These two decisions are the main reason for additional negotiations with the European Commission regarding the guarantees the EU would give to Serbia with regard to its sovereignty and territorial integrity,” Samardzic explained. He added that a further reason for postponement was the donor conference held on July 11, where a total of EUR 1.2bn in donations had been pledged to Kosovo, with the aim of helping the independent Kosovo take its initial steps. Samardzic also announced that the party would not back the government's draft resolution on Kosovo, because the document had no mention of the EULEX mission, and because the text had not been agreed on with all the parliamentary parties. The former Kosovo minister told a news conference that the basic aim of the EULEX mission was to supervise implementation of Martti Ahtisaari's plan for Kosovo, which recommended independence for the province. He also said that if the Serbian parliament did not have a two-thirds majority for the adoption of the document, this would not be a resolution on the continuity of the state's policy on Kosovo. According to the DSS vice-president, earlier resolutions on Kosovo had been adopted mainly in agreement with all the parliamentary groups.
