Russian UN Ambassador Vitaly Churkin says that Ban Ki-Moon overstepped his authority by reconfiguring the UNMIK mission. “Until the situation is cleared up and the conditions are met for renewing the process of consultations with the Serbian side, especially in light of the new possibilities that have opened up now with the formation of the new government in Belgrade, no action should be taken that would undermine UNMIK’s command authority and presence,” Churkin cautioned. Russia: Ban overstepped authority He said that he was convinced that the Security Council should return to this issue and create a formula for the international presence in Kosovo with the recommendations of the sides involved, which would both comply with the decisions of the UN Security Council and the UN’s role in Kosovo, without allowing for any ambiguous interpretations. Regarding the UN secretary-general’s report which recommends a reconfiguration of UNMIK, Churkin said that there was no basis in the form of support from the UN Security Council, and that EU officials were not doing what was envisaged in the report, but “rather what they want”. “What is most important, they are calling into question and rejecting the continued validity of the UN resolution and the UN to maintain political control in Kosovo,” the ambassador warned. “We believe that the proposals of the secretary-general, if they were to be carried out, would have to be approved by the UN Security Council, and that was impossible when the Council discussed the issue last time,” Churkin said. “Back then, the Serbian side was not ready to approve the reconfiguration of the UN mission because of a lack of clarity over a number of issues,” he said, adding that Ban had exceeded his authority by unilaterally recommending the reconfiguration. “EULEX is illegal because no one gave it a mandate, and essentially it is pushing the UN out regardless,” the ambassador underlined.
