France, which will assume the EU presidency on July 1, will do all it can to encourage application of the SAA with Serbia, says Paris’s permanent EU representative. Pierre Sellal was outlining the priorities of the future French presidency in Brussels today. France to encourage SAA application He said that Paris’s position as far as the Stabilization and Association Agreement (SAA) was concerned was that “Serbia has a central place in the Western Balkans, and efforts will be made for Serbia to take its place in EU policy towards the Western Balkans.” However, Sellal added, it was “unlikely that all 27 EU member-states will reach a consensus over this.” Setting out France’s priorities at the Center for European Policy in Brussels, he said that it was crucial that the Lisbon Treaty on EU reconfiguration came in to force by the end of the year. France’s EU presidency will have four priorities. The first is an agreement between EU members on a common immigration policy, including clamping down on illegal immigration, while accepting legal immigration, which is necessary to the European economy and needs to be part of European society. The second priority is a common EU policy on climate change and environmental protection in the world. The French presidency will also seek to create a European Defense system in order for the EU to be in a position to militarily support its economic and political might in its activities around the world. The fourth priority will be an analysis of new measures in a common agricultural policy, particularly bearing in mind the current food crisis around the world. That means, said Sellal, that international agricultural policy needs to be reexamined as there is an obvious lack of food in many parts of the world.
