Lavrov: EULEX cannot be imposed

Russian Foreign Minister Sergei Lavrov told Tanjug on Saturday that the Kosovo deployment of the EU mission, EULEX, "cannot be imposed". Speaking in St. Petersburg, Lavrov reiterated Russia's position that "any form of further international presence in Kosovo must be acceptable to both sides, Pristine and Belgrade". Lavrov: EULEX cannot be imposed He also said that in order for the present mandate or form of international civilian presence – the UN mission, UNMIK – to be changed, a UN Security Council decision was necessary. But Lavrov added that the Security Council "can hardly do anything without Belgrade's consent, as the main party to the entire situation". Russia, a permanent UN Security Council member with the right to veto, and Serbia believe that EULEX neither has the legal basis for presence in the province nor the UN Security Council agreement to implement the Ahtisaari plan, and that UNMIK is the only legal and legitimate international civilian mission in Kosovo.
