An agreement between Belgrade and Pristina over Kosovo’s future is possible, says Council for Regional Cooperation official Goran Svilanovic. “I think a way will be found for Kosovo to be under EU auspices and under UN protection, while, at the same time full cooperation between Serbia and Kosovo could be achieved,” Svilanovic told Austrian daily Standard, Slovak news agency TASR reports. "Deal on Kosovo possible" "True enough, neither side will change its position, but I don’t think that they will do anything to worsen the crisis,” Svilanovic, former Foreign Minister of the Federal Republic of Yugoslavia (SRJ), said and added that one of the possible solutions might be for the head of the EULEX mission, not recognized by Belgrade, to become the head of the UN mission. Svilanovic stated that “offices for Serbs living in Kosovo” would be necessary. It would not be easy for Kosovo government to accept that, he continued, "just as Serbia was not comfortable with Kosovo’s proclaimed independence and its recognition by many European countries.” However, the former minister added, it would be better to have “recognized partners in Kosovo, than to have parallel institutions.” Svilanovic thinks that the EU, UN and NATO as well as the authorities in Kosovo and Serbia need to communicate even when they disagree over the status issues. For Belgrade that would mean further talks on Kosovo’s status, while for the international community those would represent "post-status talks", he opined. Svilanovic expects a model similar the Ohrid Agreement in 2001, which prevented the bloodshed in civil war in Macedonia and furthered ethnic Albanians’ legal rights.
