Ruecker: Transfer to EULEX "far from certain"

As UNMIK chief Joachim Ruecker explained in an interview for the BBC Monday, this uncertainty over its ability to take over from UNMIK also puts a question mark on the EU mission, dubbed EULEX, and its future in the province. "In principle, we do not wish to double the competencies, taking into account the international tax payer, but, if and how cooperation with EULEX will be achieved, is yet to be determined," he said. Ruecker also commented on the possibility that UNMIK's continued deployment in the Serb areas, while EULEX takes over in the Albanian part of the province, might speed up the province's de fact partition. "I think the outcome of the current process should not be a division of work between various missions along ethnic lines," he said. "It is up to the guardians of the missions' roles to rule out such a possibility, and we have clearly said we consider this not to be a good outcome". "The goal is certainly to maintain peace and stability in Kosovo and the region," Ruecker continued, asked what the aim of the process is. "It is to protect our achievements of the past nine years, to protect functional democracy, the rule of law sector, market economy and the United Nations legacy".
