Dimitrij Rupel and Bernard Kouchner have called for EU entry visas to be issued free of charge to Serbian citizens. In an open letter on the western Balkans, the Slovenian and French foreign ministers state that Serbia and Kosovo are special cases, and in wanting to demonstrate support for the Serbian people, propose that the EU issue Serbian citizens visas free of charge for visits to member states.
