Ethnic Albanian parties in southern Serbia are yet to reach an agreement regarding election participation. For now, it is certain that Ragmi Mustafa’s Democratic Party of Albanians will not be participating. Still no agreement among Valley Albanians As far as local elections are concerned, the parties will participate independently as they have done before, and then discuss possible coalitions after the ballot. Leader of the Democratic Union of the Valley Skender Destani told Tanjug news agency that the four largest ethnic Albanian parties are edging closer to an agreement, which will be similar to the one made for the last parliamentary elections in January 2007. Then the Presevo Valley Coalition was made up of Riza Halimi’s Party for Democratic Actions and Destani's party. Mustafa told Tanjug that his party has decided not to participate in the parliamentary elections on May 11, stating that the necessary conditions for doing so "were not met". “Albanians in southern Serbia do not have the power to change anything as far as their rights are concerned, and the leading Serbian parties are not promising any change either,“ Mustafa explained. He added that his party will participate in the local elections independently and will look into possible coalitions afterwards. On the request of the Party for Democratic Actions, the Election Commission (RIK) adopted the rules for implementing a law on election of members of parliament last week, which confirms, just as was the case was in the last elections, that parties representing ethnic minorities need only 3,000 signatures from citizens in order to submit their election lists. Albanians in the south regularly participated in parliamentary elections, except in 2002, when they estimated that they could not reach the five percent threshold to gain parliament seats. There are some 68,000 registered ethnic Albanian voters in Bujanovac, Presevo and Medvedja, who could potentially vote to elect two or three lawmakers.
