Moscow today expressed "serious concern" over the developments in Kosovo. Russian officials evaluated that the raid, carried out by KFOR and UNMIK, raises a "series of questions about the reason to launch the operation by international forces and police in the northern part of Kosovska Mitrovica". As a consequence of the chaos that ensued, one person died, while over 100 were injured. UN, NATO and EU officials in Pristina yesterday blamed the Serb side and said their actions were in breach of Resolution 1244. Ambassador Churkin yet again accused the Western countries of "creating a misunderstanding when it comes to the mandate of the UN mission under UN Security Council Resolution 1244," adding that the deployment of the European Union mission (EULEX) is "to a large extent" contradictory to the document. Although it earlier warned NATO and UN in the province not to use force against the Serbs there, Moscow has not undertaken any steps in the wake of yesterday's violence.

Serb judicial workers were inside the courthouse since Friday demanding to return to their offices, after being thrown out in 1999.

"It was possible to continue the talks without a use of violence," said Russian UN Ambassador Vitaly Churkin.

"I don't remember that someone had broken into the parliament in Priština during the declaration of Kosovo's independence, despite the fact that the declaration was a serious breach of Resolution 1244," he added, speaking in New York late Monday.
