NATO's chief says the situation in Kosovo is delicate, but that no large inter-ethnic conflicts have occurred. At today’s meeting of NATO chiefs in Brussels, Secretary-General Jaap de Hoop Scheffer underlined that “although the situation in Kosovo is delicate,” optimism exists, given that since the province’s unilateral declaration of independence “no inter-ethnic violence, no mass exodus of refugees, nor organized attacks on buildings or historical sites have occurred.” NATO: Kosovo situation delicate, but optimistic “That is satisfactory, and KFOR will continue to play its role, protecting the majority and minority in Kosovo in keeping with its UN mandate”, he stated. As far as recognition of Kosovo was concerned, Scheffer said that NATO, as an organization, had no authority to recognize countries. “That’s nothing to do with us. Our job is security,” he reiterated. The NATO chief stressed that the Alliance would remain dedicated to cooperation with its partners in the western Balkans, “because all our allies are convinced that Euro-Atlantic integration is the key to durable peace and stability in the Balkans.” Scheffer stated that NATO ministers would discuss a “wide range” of matters pertaining to Kosovo. The main task of the Alliance’s foreign ministers is the preparation of the NATO summit in Bucharest in early April. Apart from NATO operations in Afghanistan, also on the table at the Bucharest summit will be proposals to invite Croatia, Macedonia and Albania to join the Alliance. Thus far, Greece has threatened to veto Macedonia’s membership until the dispute over the country’s name is resolved. Foreign ministers may also consider intensifying dialogue and cooperation with Montenegro and Bosnia-Herzegovina. For now no shift in relations with Serbia is deemed possible, although NATO remains prepared to consider the possibility of intensifying cooperation within the Partnership for Peace framework, “once Belgrade is ready for that.” NATO will also assess the prospects of wider cooperation with Ukraine and Georgia, who recently expressed their wish to receive action plans for negotiations on membership.
