Dusan Prorokovic, DSS, says an action plan is in place in case of a proclamation of Kosovo's independence. The state secretary with the Kosovo Ministry told B92 that the first step of Belgrade in such a situation would be a refusal to recognize the decision, and the second would be the establishment of Serbian institutions on the territory of Kosovo. Serbia must take steps in order to constitute its local admnistrative bodies and organize a life and system which has been functioning for seven years now,” said Prorokovic. Asked whether there is an alternative to the Stabilization and Association Agreement with the EU, Prorokovic said that he is a supporter of Serbia’s entrance into the European Union, but that it must protect its territorial integrity and sovereignty first. “Every act that violates the territorial integrity of Serbia is not friendly, and we must react to such acts,” he said. Prorokovic added that the Serbs and Albanians need a historical agreement, that there is no alternative to negotiations for the Albanians, and that the dynamic achieved during the most recent talks needs to be continued.
