Bozidar Djelic called on the Kosovo Albanians to continue negotiations on the province’s future status. “It is never too late to find a solution. Forming a government in Belgium has taken over six months, it took 23 years to find a solution for Northern Ireland, and the process in the Middle East has been going on for decades,” the deputy prime minister told Associated Press in Brussels. Djelic: Never too late for compromise Djelic was attending an international conference yesterday entitled “Balkan Crossroads.” He said that Serbia, regardless of further developments, would not use force. “It would be very weak of us to tell the world that the only way to get something you want is through the use of force,” Djelic said. Bozidar Djelic (FoNet, archive) Russia insists on Resolution 1244 Russian representative to the Contact Group Troika Aleksandr Botsan-Kharchenko said today that the mediating Troika had completed its report on the Kosovo negotiating process, and that they would present it to the UN secretary general on Friday, December 7, so that the Security Council, in the event of a unilateral proclamation of independence by the Kosovo Albanians, could annul such a decision. In an interview for Tanjug, the Russian diplomat pointed out that Russia would make sure that, in the process of defining Kosovo's future status, everything would be done in line with international law and UN Security Council Resolution 1244. “In the event of a unilateral proclamation of independence, the Security Council would have to annul such a decision, since it would represent a violation of that very Resolution,“ Botsan-Kharchenko stressed. “We will ensure that everything be done in keeping with international law and UN Resolution 1244,“ he said, underlining that a potential unilateral proclamation of independence would be a very severe option, contrary to international law. The Russian diplomat reiterated that the Troika report did not include any recommendations whatsoever for future steps to be taken or any proposal on status, but rather represented a review of what had taken place over the past 120 days of negotiations. Botsan-Kharchenko surmised that the report was neutral, that it included only facts and gave an accurate representation of the positions of the sides involved.
