A discussion panel entitled “The Fate of Kosovo, a Test for Diplomacy” was held in Washington yesterday. The United States and the leading European Union countries must be more decisive in their efforts to rejuvenate the Kosovo status process, according to panelists attending the meeting at the Woodrow Wilson Center. Kosovo – test for diplomacy Director of the Woodrow Wilson Center for East European Studies Martin Schlezinger explained that a concrete solution for the province’s status had yet to be offered. Rather, the focus had been placed on the diplomatic process, which was currently going better and could lead to an agreement. British Balkans expert Tim Judah is convinced that the EU’s stance will be the key to determining the future status of Kosovo. Judah said that the majority of EU countries still had no stance on the Kosovo status question, and added that this would probably be cleared up on December 10, when the negotiations were expected to end. Director of the Ljubljana Institute for Strategic Studies Borut Grgic, who is also an adviser to Kosovo Prime Minister Agim Ceku, said that the question for Europe was how to reach a united stance without doing too much damage, especially in formulating a united foreign policy and balancing the stances of the US and Russia, who were currently on completely opposing sides.
