Ahtisaari to meet with Contact Group
Ahtisaari will take all suggestions into consideration while he is drafting the final proposal, which will probably be given to Belgrade and Priština in late November, in order to look into possibilities for reaching an agreement.Once the stances of the two sides regarding the proposal are known, Ahtisaari will inform the United Nations Security Council of what he has managed to achieve in his one year term as special envoy for the Kosovo status crisis.
At this meeting, Ahtisaari will give his proposed status solution and propose regulations regarding the “technical questions” which the Serbian and Albanian sides discussed over the last several months in Vienna.
The U.S. and U.K. have stated on many occasions that the goal should be to take care of the status solution by the end of the year, though some EU officials believe that Ahtisaari should postpone releasing the final plan until the elections in Serbia are completed.
EU Security and Foreign Policies Chief Javier Solana said recently that the Kosovo status solution should be postponed because of the Serbian elections, if they are held by the end of the year, while Ahtisaari’s Deputy Albert Roan said that the Contact Group will make a decision on the postponement of the status solution, if Serbia announced the date of its elections by tomorrow.
The final decision of the status of Kosovo will be made by the UN Security Council, where Russia, which sees the eventual independence of Kosovo as the setting of a precedent, has the right to veto.
Unnamed western diplomatic sources have claimed that Ahtisaari will give a proposal that will start with conditional independence and enable Kosovo to work slowly towards gaining full independence.
