The European Commission said that Serbia has made progress in implementing political and economic measures towards EU integration.

Serbia showing progress
The EC supports the adoption of the new Serbian Constitution as “welcomed in development,” but warns that “there is concern regarding several fields, especially regarding the independence of the courts.”This is stated in the yearly report which was assembled by Rehn regarding reforms in candidate countries and countries with the potential of becoming candidates for EU membership.
In addition to Hague cooperation, Serbia has other obstacle it must overcome before becoming a candidate country.
In the Kosovo status discussions, it is important for “Serbia to take a constructive approach in accordance with the key priorities of European partnerships,” because, as the EC states, “Belgrade is discouraging the participation of the Kosovo Serbs in the temporary self-administrations” in the region.
The reform of the military was continued, “but with difficulties in elements within the military. The civil surveillance of the military, which is a key priority for the European Partnership of Serbia, is still unsatisfactory,” the document states.
The EC also states that the national plan for the fight against corruption has made progress in some sectors, but that “corruption is still an area of concern,” and further reforms of the institutions are needed.
The protection of human and minority rights in Serbia is improving, while there is still no all-encompassing anti-discrimination law, and the question of property rights has yet to be taken care of, according to the report.
