Drašković said that control is the central question in the referendum and added that “the mechanism of control is not known, nor is it know who will be securing the voting material on the night in between October 28 and 29.”

“Milošević’s parties, the Socialist Party of Serbia and the Serbian Radical Party, have succeeded, in an atmosphere of brotherhood and unity, to impose a procedure for changing the constitution through the procedures of Milošević’s constitution,” Drašković told Studio B.

Drašković said that he does not know if the referendum will be successful, but said that he does know that Serbia must receive a new constitution and it is not fair to scare the people by stating that there will be no new constitution if the referendum does not pass.

“If the referendum is not successful, then there will be elections for the constitutional parliament. That would be the only true path for Serbia to reach a new constitution, which would help it to sever ties with Milošević and his Serbia, and the citizens can not only choose a constitution for the republic, but a constitution for a parliamentary monarchy.” Drašković said.

He said that officials of his Serbian Renewal Movement party will vote for the proposal of the new constitution in parliamentary procedures and then “allow the people the opportunity to decided,” stating that it is better than the constitution of the 1990s.

Asked whether he will call on citizens to participate in the referendum, Drašković said that the citizens should read the text, study it, and then decide.

“If the referendum is announced, then it will be announced with the intentional that the masses will have to circle ‘yes’ instead of having the freedom to decide.” Drašković said.
