Regional heads of state wrapped up the South-East Europe Cooperation Process (SEECP) Summit in Belgrade on Friday without adopting a declaration. Albania blocked the adoption of the draft joint declaration. Serbian President Tomislav Nikolic expressed remorse over the fact that the joint declaration was not adopted even though all member states agreed on its goals. At a joint press conference with Montenegrin and Macedonian Presidents Filip Vujanovic and Gjorge Ivanov, he explained that a declaration was passed with a consensus which lacked on Friday after Albania “insisted on something no other member insisted on”. “This was about opening a new chapter in the organization in a certain way, meaning to get to the representation of the Pristina administration in a way that is not acceptable for Serbia because it has not been agreed so far,” Nikolic noted. According to him, the event cast a small shadow on an otherwise successful summit. He expressed hope that the SEECP summits in the future would not end without the final declarations. Albania’s Assistant Foreign Minister Selim Belortaja stated that, despite the good will he had when he came to the summit, he could not support the text, since, as he put it, it lacked constructiveness. “We cannot accept this declaration, because it is necessary for it to reflect the significance of agreements reached between Belgrade and Pristina and their full implementation,” Belortaja said, after which Serbian Foreign Minister Vuk Jeremic, who presided over the meeting at the moment, noted that the declaration was not adopted, because of opposition from one country. Previously, Belortaja conveyed in his speech Tirana's stance that Kosovo should be allowed to become an equal member of the SEECP and other regional initiatives. He added that there were various interpretations of the Brussels agreement but that a formula that would allow Kosovo to participate in the regional meetings could certainly be found. Nikolic said at the opening of the summit earlier on Friday that Serbia was ready for compromise in the dialogue with Pristina. Delegations from 12 countries of the region took part in the SEECP summit in Belgrade, including Vujanovic, Ivanov, Bulgarian President Rosen Plevneliev, Moldovan President Nicolae Timofti and Bosnia-Herzegovina Presidency member Nebojsa Radmanovic.
