The Kosovo Albanian authorities in Pristina today welcomed the ICJ ruling with champagne, and said it was their big victory. The top UN court said in its advisory opinion that the ethnic Albanian unilateral declaration made in early 2008, considered to be an illegal attempt of secession by Belgrade, was not breaching international law, as international law "has no active provision that limits independence declarations". In Pristina, Kosovo Albanian President Fatmir Sejdiu said the decision was positive, in favor of the proclamation, and that it "explicitly on all counts spoke in favor of the right to freedom and self-determination of the people of Kosovo". He also called on the countries that had not done so to recognize Kosovo, and on Serbia to "join the common vision of the countries in the region in their position regarding the bright future and speedy Euro-Atlantic integrations". Skender Hyseni, the Kosovo Albanian government's foreign minister, said he expected Serbia to "consider Kosovo to be a sovereign state", given that the International Court of Justice (ICJ) stated that Kosovo's declaration did not constitute a violation of international law. "I expect that Serbia will approach us and be ready to discuss issues of common interest and importance, but such talks may be conducted only as between sovereign states," Hyseni said.
