Tadić letter arrives in UN

UN headquarters in New York have received President Boris Tadic’s protest letter over the formation of the Kosovo Security Forces (KSB). This was confirmed to Beta by UN Secretary-General Ban Ki-moon’s spokesman Brendan Varma. Tadic letter arrives in UN UN officials have yet to make any comment on the letter. Varma would say only that the letter had arrived and there was no other comment for the time being. The president has sent angry protest letters both to Ban and NATO Secretary-General Jaap de Hoop Scheffer over the formation of the KSB, which, he says, runs counter to UN Security Council Resolution 1244, announced Tadic’s press service. The letter, published today, states that Serbia views those forces as an illegal paramilitary organization that constitutes a threat to the country’s security and a danger to peace and stability in the Western Balkans. Tadic draws attention to the fact that the KSB were formed on the basis of the Ahtisaari Plan that was never adopted by the Security Council. He adds that the creation of these forces constitutes a breach of the Serbian Constitution and international law, which is why they should be disbanded. The full text of the letter reads as follows: Excellency, I would like to inform you of the Republic of Serbia’s position on the recent actions of the temporary organs in our southern province of Kosovo and Metohija that are under the temporary administration of the UN on the basis of UN Security Council Resolution 1244. The Republic of Serbia protests at the formation by Pristina of the so-called Kosovo Security Forces, and views them as an illegal paramilitary organization that constitutes a clear threat to the security of my country. Their existence and activities, current and future, constitute a direct danger to peace and stability in the Western Balkans, which is the common goal of all legitimate actors in the region. I would like to draw your attention to the fact that the KSB have not been formed in line with UN SC Resolution 1244. It was formed on the grounds of the so-called Ahtisaari plan which was never adopted at the Security Council. The formation of the so-called Kosovo Security Forces constitutes a flagrant violation of our Constitution, international law, and is absolutely unacceptable for Serbia. The Republic of Serbia therefore maintains that this organization must be disbanded immediately. "Excellency, I want to take advantage of this opportunity yet again to confirm that Serbia will continue to cooperate with status-neutral international civilian and security missions in our southern province in keeping with UN Security Council Resolution 1244. At the same time, we will actively monitor whether there is any aggravation of the security situation in the field, in particular in view of the creation of the so-called Kosovo Security Forces.
